I don’t think we can restart any OS with Zero downtime… … may be you can do if you have load balenced server…
so if one is restarting … load can be routed to another one…

Can’t say about DO … but i am using Vultr … and restart via vultr dashboard takes around 20sec.

I don’t know.

BTW, unless a server says …

*** System restart required ***

we don’t need to do

$ reboot

If you have enabled CDN, there won’t be anytime in Server Reboot. I reboot server at least twice a month to run at maximum efficiency. Find a suitable time where your server receive low hits to reboot.
